Or was she doing her impersonation of Jason when luring Brenda into the rain? There's no real way of knowing I guess.

When she was chasing Alice at the end of the movie they showed her doing Jason's voice "Kill her Mommy" like she had a split personality. I would say it's a safe bet she was doing it then as well.

GreenGoblinsOck8, the voice yelling in the archery range is female. Pamela is altering hers to make it sound very young, which makes Brenda think that a camper or fellow counselor is in trouble.

That voice was creepy as hell. Still gives me the chills
