Video rental stores get in trouble stocking this movie ??

I remember renting this movie on VHS in 1987 at a local Mom & Pop video rental store. It was on the shelf with other R-rated movies, but I was rather surprised to see the X-rated hardcore scenes in this flick. I don't recall seeing any warning stickers on the box cover? I was 18 at the time and luckily no kids were watching it with me, but it does beg the question if any video stores got in legal trouble for not stocking this film as an X-rated adult title? You can't simply put X-rated titles out on the general floor where minors can rent them --- police could have arrested store owners back in those days.

I can imagine a few families gathering around the TV with their kids to watch a "historical" film about a Roman emperor and then being shocked and disgusted when they see an explicit blowjob scene with a man ejaculating into a woman's mouth!
