3-0-3 was the british army rifle caliber bullet for the first half of the 20th century.

not sure if it was around in the boar was but any way this might well be the meaning behind it .

The rifle was the .303 caliber that was the British workhorse caliber for decades. When he says that he basically means, "We used the rule of the gun".

What he is actually saying is we are soldiers on the ground and are on the *beep* end of the stick. All we have is our rifle, we've been trained to use it, told to use it, and we used it accordingly. Of course when this become inconvenient to the politicians and staff officers ... we have to accept that we are on 'the *beep* end of the stick.' NOTHING CHANGES.
