Nah. This movie is quite silly and ridiculous, but it's still very fun and entertaining. I love all the space scenes and the return of Jaws, one of my favorite Bond characters. It's nowhere near one of the best but it's far from the worst, I've always found this one rather underrated.
For me, it pretty much comes down to Die Another Day of Quantum of Solace as the worst Bond film.
But at least with Die Another Day, which actually started out quite promising with its engaging first half, I can laugh at how ridiculous and stupidly over-the-top it is. It's actually somewhat enjoyable in a "so bad it's good" or "guilty pleasure" kind of way. I feel the same way about Moonraker and A View to a Kill (and possibly even Diamonds Are Forever), they may be cheesy and cartoonish, but at least they're entertaining and memorable on some level.
With Quantum of Solace, however, I just get sooo bored of the grim cheerlessness and the fact that everyone is constantly brooding or pouting. The dialogue is well written but it's way too serious with an overly dramatic and depressing tone. There's some decent action here and there, but the movie is mostly forgettable and hard to sit through with its constant moodiness. To me, the Bond franchise was never supposed to be dark, gritty, and overly realistic. I prefer to have a good time when I watch these films. I wanna wish that I was James Bond, not feel sorry for him. The character works better when he's cocky, brash, and witty rather than being morose and overly vulnerable. Just my opinion.
But yeah, it basically comes down to choosing between two extremes. And overall, I'd rather laugh at a movie for being too silly and campy than be bored by one for trying way too hard to be deep and edgy.
By far my favorite James Bond film out of all of them, laws of physics should never be part of concern when it comes to story-telling imo, on contrary I prefer films that create its own world or universe and laws, I would say this philosophy generally proves to be always welcomed by the most audience, as it usually has been sci-fi or fantasy films that gained the most popularity throughout the history. Moonraker is pure cinema, you get lost in its magic. I would prefer more Bond films would use this film as a template how to make these films. Bond is more like Indiana Jones, it's meant to be cartoonish, comic bookey and magical, I would say in general the reality is not as exciting as fantasy anyway.
My favorite scenes are by far those involving Jaws, so much fun.
I rank Moonraker 23rd, the only one it beats is Diamonds Are Forever.

No Dalton 007 film is as bad as Moonraker. Brosnan, Craig, and Connery had clunkers that were pretty close, if not equal or worse. MoonRaker is a sign of the times which makes it more dated that other 007 clunkers.

Or maybe it's the fact that I remember absolutely nothing about the last 2/3 of the film...
With just a few alterations "Moonraker" would be among the best Bond films, and easily the greatest of the Roger Moore era. The opening is fantastic, Lonsdale is an excellent villain, and Bond's investigation of Drax's plan at his estate and in Venice is extremely well done and intriguing. All of Bond's humor is on par with the rest of the films, even from the Connery era. Although "Moonraker" has a number of ugly flaws they could easily have been fixed on the cutting room floor. In fact, it wouldn't be too hard to make a fan edit that would greatly enhance the film since the main problems have nothing to do with the story but rather the stupid snippets of non-Bond humor tossed in and a couple of subplots. The only major, uncorrectable flaw is Lois Chiles's bad acting.
My remedies that could've been dealt with by the editor (John Glen):
(1) Excise the dopey moments of humor except the Bond repartee. Most notably, the human and animal reactions when Bond drives his gondola onto St. Mark's Square and the reaction of the coughing Venetian to the floating coffin (I think they should've filmed a more subtle reaction of a couple on holiday). Although these moments are really awful, they are few in number and don't merit the bad reputation this film has for this.
(2) Eliminate completely the stupid romantic subplot with Jaws and the phony nerd blonde girl.
(3) Remove the silly scene on the shuttle when Bond and Goodhead are observing the new master race of Hollywood fashion models.
(4) Cut out the majority of the cheesy looking Star Wars cash-in ripoff space battle toward the end.
Get rid of that stuff and you've got a great Bond film. Even as is, there are many more memorable and excellent scenes in "Moonraker" compared to "The Spy Who Loved Me" and any of the Connery films after "Goldfinger," for example.
