Will law and morality in humanity on this type of matter ever be perfect and balanced?

So that for one, there will not be anymore victim blaming, the victims (if they survive) won't have any fear or problems of reporting it to the police and the process won't be too humiliating, the perpetrators themselves won't have to, well, at least not more than other violent criminals, "specifically" fear going to prison and avoiding punishment for reasons of inmate related mistreatment here or there and basically...

We as humans can unite and if we can't completely eradicate it, we can at least massively reduce it and also come to various correct understandings and forms of convenience.

And with that in mind, would victim revenge be considered right? Or just understood?

Cheers.
