Michael standing outside in his mask staring at Lauri

but yet later in the movie is when he broke in hardware store and stole mask, rope, and stuff

The movie is full of bloopers. When I first saw it, me and my friend counted 31.

It was later in the movie when we FOUND OUT he had stolen the mask. But for all we know, he actually stole it that morning, or the night before.

I wonder if this was closer to the end of school. Perhaps 330, it gets dark at 7 during halloween. So the break-in happens and the alarms on for a few hours till the cops show up.
Or the scene is about fate and Michael does not have the mask on but Laurie sees him wearing it anyway.
