Who says they're speaking English?
Maybe it's like "Gorky Park," "Hunt for Red October" and "Clear and Present Danger" where the characters are speaking their native tongues but we HEAR English as a dramatic convenience.
In "Star Wars" too, come to think of it - we hear characters speaking English, but the written language clearly isn't.
After all, given Kohler's occupation (Nazi-hunting), it makes sense that he'd understand German.
