It sure seems weird that is hasn't been released.
I don't buy the soundtrack music argument, there's some well known performers but most of them are way past their prime and would welcome most any deal that turned some royalties. Nobody makes anything when the film is out of print. Given that it was released on VHS, I think the home video rights (music included) are sorted well enough that a new media release is probably not that hard.
That being said, there may be complications for VOD releases that aren't part of whatever rights assignments worked for the VHS release. I would suspect any studio going to the trouble to do a transfer to digital media doesn't want to do it if they can't do VOD as well as BR/DVD.
I do think there's some chance that they don't want to release it because it would be considered too controversial in some way.
