Dragging fish out of the sea with sharp hooks attached to lines. Then put them to one side to drown. Rush around the sea in boats disturbing the sealife.

Dr. Josef Allen Hynek was barely seen on screen (and he was there as a representative of the mainstream ufologists).
Dr. Jacques Fabrice Vallée (in the flesh of a rightfully acclaimed artist in his ownb merit) is a major character that leads us all through the film, reaching the right conclusions about the right time.
Does not look like mister Spielberg sides with the mainstream side of things there.
My (I admit, nearly lone) interpretation of the aforementioned factoid is that we are given a sleight of hand by the movie maker. It is upside-down. The popular view, represented by Hynek, is shown to be utterly unattainable while overtly displayed, while the undercurrent view ostensibly defended by Vallée through his entire UFO career (among other serious students of the matter such as the most missed John Keel) is subtly (and yet not so subtly) shown to us in plain view whenever Truffaut is onscreen.
These entities are not extraterrestrials (albeit they do show up outside of the planet as well) and we have no complete model publicly to assess what-and-who they may be.
They are rather mysterious.
And, as the poster pointed out quite correctly,
