The dynamic of the town is pretty clearly established by then, it's the sort of safe and quiet place where kids complain "There's nothing to doooo here", and where nobody minds too much if they engage in harmless pranks, as long as they don't set anything on fire. So, I say it was local kids.
Do you realize that this story is a work of fiction. Yes, a sign was vandalized however nothing was ever filmed or discussed if Hooper did it or not
