No one. Why? Paul Kersey was going after individual criminals or small groups of 2 or 3 men. Today's criminals are almost always affiliated with some large, organized street gang. Have you ever watched GANGLAND on the HISTORY channel? Going vigilante after one of these mugger, rapist, murderers means you will have to also take on the rest of his city gang, numbering often in the hundreds to thousands, many armed with assault rifles.
In many of the largest American cities, after the sun goes down, large inner urban areas are effectively Viet Cong territory. There is no law but the law of the jungle from the vast urban gang armies of the night controlling the cities. In Los Angeles the gang armies don't even fear the para-militaristic LA policeforce; they don't even fear going into prison for long terms. They have no hesitation shooting and killing LA cops. When I was a kid we were taught to respect and fear cops.
I always remember the science fiction of ESCAPE FROM NEW YORK when the opening scene starts off with, "In 1998 crime rises 400%". There are millions of criminals and not enough prisons to hold them now. We may in the end have to cordon off a geographical part of the country and drop the millions of hardened criminals into it to fend for themselves.
I would go after telemarketers.

I knew a guy who hated Guidos. He wanted to impose a Guido tax. Things like gold chains, sleeveless undershirts, tanning, some hair care products, manicures and IROC-Z cars would come with additional hefty taxes under his plan.
Just confiscate their chains and donate them to charity.
