"We give him a break on double-parking on deliveries."???????


In that deli scene it is implied that business owners aren't given any leeway for conducting their regular business of resupplying their shops etc. so they have to bribe the police to allow access to the delivery vehicles. I can't believe that to be true. I mean, how could the mayor or borough president sustain the criticism if that were the case?

I agree that it was a strange reference. Delivery trucks usually park wherever they need. This was NY City though so if the cops wanted to ticket the trucks they probably could. It was probably just a hint of bigger corruption that Frank was to uncover.

As far as your not believing it to be true, WOW, you must be joking! Corruption runs deep in government and law enforcement. This film was set in the late 1960's to the 70's. There was no YouTube or Facebook for people to voice their concerns, and surely it DID happen.
