shareThe star trek official website explains his absence. His replacement, Arex, was suppose to be one of his instructors at star fleet.
shareIt's just so odd that they could find the money for everyone else save one, and that Nimoy--who went to bat to have Nichols and Takei signed--wasn't bothered by this particular oversight. Very cool that Koenig was able to write an episode, but the lack of love for Chekov here is sad.

How do you know Nimoy didn't ask for Koenig? He's only an actor, not a producer. There's only so much he can do. Do you expect him to voluntarily give up part of his paycheck so they could hire one more cast member? They already used Doohan, Nichols, Takei and Barrett for multiple voices in the show, which proves they were too cheap to hire even guest voices.
