Was there some story there? I believe Japan and China had some problems, and Japan controlled some parts of China, right?

But why would a Punjabi be there, and why would the Punjabi hate Chinese (“no dogs and Chinese”)

The sign was illogical anyway. It should've been "No dogs or chinese", instead of "and". The 'and' would mean that dogs (plural, too!) and chinese TOGETHER would be a no-no, but a chinese OR a dog could go there just fine.
