Would the military really conduct war games
while overseas during a war? I'm not a military guy and maybe they did have war games but this doesn't make sense.

Yes they would and did. How else would they get ready?
The troops needed to train before hitting the beaches. By early 1944, the training exercises would be as close to dress rehearsals of what they would be doing on D-Day as they could be. They included practice landings, for instance, which had their own hazards. One practrice got hit by German fast attack craft and nearly a thousand American troops died.

You laugh, but there have been two six-star generals: George Washington (promoted posthumously, almost 200 years after his death, so he never got to wear them), and John J. "Black Jack" Pershing.
The top general officer ranks were 4-star (General), 5-star (General of the Army), and 6-star (General of the Armies). Pershing opted to wear four gold stars in lieu of six "silver" (nickel-plated) stars.

It's not like they played wargames in a war zone. They used those as training exercises to prepare the men for the upcoming battles.
