No, I think Ann-Margaret would have been better. There was always something stiff about Fonda, both in her sexy-starlet days and later as a serious dramatist. The stiffness worked well in some roles, but not here. I love the film even though she didn't give a great performance as the lead, but yeah, when I saw Ann-Margaret's name I immediately thought "Oh yeah, that would have fixed that!".
IMHO Ann-Margaret was not only a sexier young starlet during the 1960s, she grew up to be a better actress overall. She could do comedy and pain and anger and brittleness and yes, vulnerability. And sexy! One thing about Fonda's performance is that she never seemed attracted to her boyfriend, that wouldn't have been a problem with Ann-Margaret.
Sorry, But Ann didn't have the right "spunk" that Jane brings to the role. Ann is perfect for movies like "Bye Bye Birdie" and "Viva las Vegas" but not satiracal movies like Cat Ballou. Ann's good, but lets face it Jane is the better actress by far. All politics aside.

Ann-Margret was offered the role but turned it down due to the advice of her managers at the time. I would like to have seen what she could have done with the role.
Jane is certainly the more gifted actress, but in this case Ann-Margaret would have been a suitable choice as well. The role is hardly taxing or deep. Jane brings more intelligence; Ann more sultriness.

While I like Ann Margaret I don't think the movie would have worked as well with her as Cat. Jane Fonda was very beautiful but also came across as brainy. Ann Margaret seemed to be more sex-pot. I feel that Ann Margaret's Cat would have relied more on her looks and sex appeal to get her way rather than thinking outside the box. Would Ann's Cat gotten her hands dirty (so to speak) by actually taking up a life a crime? I don't think so. She would have seduced a man to do it for her.
For me Cat Ballou was a modern type of woman and Jane Fonda captured that quality.
Good point. Jane as in Comes a Horseman is more convincing as a grown up tomboy.

I love Ann-Margaret, and have a strong dislike of Jane Fonda. That being said, I disagree with you completely. I just couldn't help but fall in love with Cat Ballou in this film. Hard not to. She was perfect in that role. Ann-Margaret may have been great as well, but I wouldn't have it any other way. Jane Fonda was excellent.
