He knew Mary and went with her on her adventures but didn't seem to perform any magic of his own or if he did it was extremely subtle.
If this was a J.K. Rowling story he'd either be a muggle who knew of the wizarding world and not only accepted it but embraced it and was therefore in Mary's good graces because he gleefully went along with every whimsy she conjured up.
Or he was a squib who could do limited amounts of magic and aided Mary with it.
He was a screever, an improvisational poet, a chimney sweep, and a one-man band. What's the mystery?

Bert just knew Mary and that was it. They had a good time together, then again the film could had done more define the relationship.

One of many PL Travers' stipulations for allowing Disney to make the movie was that there to be no romance between Marry Poppins and Bert. There wasn't even to be no hint of such a relationship.
I think there is a hint of at least they knew each other in the past.

I think the film gives the impression that Bert is smitten by Mary but that Mary wants to keep their relationship strictly platonic — at least for the time being.
