Mrs. Clouseau (talking about her husband): He's kind, loyal, faithful, obedient.
Lytton: You're either married to a Boy Scout or a Dachshund.
Mrs. Clouseau: And he adores me.
Lytton: That eliminates the Boy Scouts.
I kind of wondered about that as well. The only thing that really makes sense to me is it being a gay joke, implying that Boy Scouts aren’t interested in women. I don’t believe the whole scandal with scoutmasters molesting boys was really a known thing back when this was released, but perhaps Boy Scouts in general had some sort of reputation for homosexuality? I’m not sure.

When she tells him that her husband is kind, loyal, faithful, and obedient, Lytton jokes that those adjectives only apply to a dog or a Boy Scout, the joke being that no husband is actually kind, loyal, faithful, and obedient. Only a dog, or a well-behaved child, would be those things. When she adds that he adores her, Lytton jokes that he must be a dog, because even a Boy Scout, i.e. a perfectly behaved male, would not adore her. Only a dog could be kind, loyal, faithful, obedient, AND adore her.
