I know people move around the country but have always been amused by that store clerk who sounds like someone from Maine or New Hampshire than California. Did Hitchcock think the audience wouldn't notice because the characters were in a coastal setting, lol? Also, the fisherman who helps Melanie in the boat also seems very Northeastern.

Well, I’ll make a stab at a serious answer anyway. I’ve seen this a few times over the years and always had the distinct impression that the setting was in fact coastal New England rather than California. Just as you said, it’s the accents. They don’t fit anywhere else but New England. I agree completely with what you’re saying.

Not strange that people relocate, just perhaps British Hitch thought that all coastal accents were alike. Not too scrupulous in terms of authenticity, lol.
That doesn't quite work, since the setting is specifically stated to be Bodega Bay (which is in California) multiple times, with the nearest bigger city being San Francisco, as also stated in the movie.
