#1) Walt Disney passed away in 1966, so it's a pretty good bet he didn't "plant" any veiled jokes or double entendres into any animated feature's dialog released after 1970, allowing for that 18 month to 2 year window to complete the sound looping.
#2) Even taking point#1 into consideration, Walt Disney was a very conservative man with a very steadfast moral center with regard to what he felt was appropriate to show a kid's audience. There is an account in his bio of a couple of his animators creating an X-rated animated mini movie for his birthday celebration one year. After viewing it, he laughed politely, and the next day fired the animators. He had his full hand in every aspect of production in both his animated and live action films (so much so that early on, his animators weren't even given screen credit), so it is unlikely he would have allowed a questionable bit of dialog to get past him or the censors. I am sure the "rascal" reference was completely unintentional.
