So, did Miss Gulch get Toto?
I think she did. She seems like she would come back for him once she realized he escaped.

Interesting question. Hopefully the tornado gave her a change of heart, but that might be wishful thinking.

Well...
It may have. Dorothy "saw" her flying in the tornado with her bicycle and then she transformed into the WWotW. But Oz was a dream so, no witch.
Probably Miss Gulch found a storm cellar.
