A) DC is keeping the movie and TV universes separate.

B) He's a great actor who'll kill it as Barry Allen.

Yeah he will kill with his bad acting.

Barry Allen is supposed to be funny and all that and ezra plays him like a dull creep wthout a soul. No emotion

That sucks. Part of the beauty of the Avengers movies is using the actors that are already established.

I don't recall Chris Hemsworth or Tom Hiddleston being too "established" or well known before Thor though. The only thing I saw Hemsworth in was A Perfect Getaway.
