Based, in this context, means to speak from a base or foundation that doesn't bend to the whims or influence of outside pressure. It means someone is grounded (based) in their beliefs - being yourself and having your own opinions, not caring what others think. It's been in use this way for more than a decade.
The OP certainly meant based and not biased.

Given the length of time the word has been misused this way has impressed you so, I should point out that my first guess, "coked up on freebase" is an OLDER meaning, and therefore should have more weight.
