You don't run for prime minister in the British system. You have to pay your dues and work your way up.
David Cameron becoming prime minister again while not sitting as serving MP is technically possible, and that kind of thing did happen historically. But there's faff all chance of the Conservative Party electing him to be their leader while he's in the Lords (or even if he were back in the Commons, frankly), so he'd have to be directly appointed by the King, which would lead to an epic constitutional crisis. Total meltdown.
In short: not gonna happen. Whatever the plan is, it ain't that.
