The fact that the malefactors are then seen to be punished reinforces the deterrent effect, making an example to tell other potential malefactors "if you do this, there are going to be consequences." This is why Luigi Mangioni has been arrested, why he will get a trial, and why, if convicted, he will face prison or execution.
