That's because Elle and Dakota's PR-people apparently took down a few fake instagram pages and then probably asked to transfer the followers to their real accounts. Dakota also had over 300.000 followers immediately on the first day.
But anyway, turns out we were exactly right in thinking that Elle would open her public instagram on her 18th birthday.

Yes, there were a few entertainment sites that promoted both accounts. So there are now getting new followers very fast.

Maybe. Let's hope they soon go to some public event where they could be pictured together with a big celebrity who has millions of followers. That would give them a really big boost in case of being tagged.
