Trump is fond of claiming that no one else is ever charged with these crimes, but it happens frequently. He just knows his supporters are generally stupid and agree with any stupid thing he says.
It's common basic psychology that people who are innocent wont threaten those trying to hurt them.
We had something like that at my work happen back in June. The office psycho astrology girl quit and months later send an email to my boss, the department chair, that a current male employee had abused them while they were in a relationship. The email started as a cry for help but then turned into attempted blackmail if he did not fire the "abusive" employee; she threatened that she would get the department chair fired if he did not fire the male employee in 48 hours. The matter was immediately taken to the CEO and they ruled that she was likely making it all up, because why would you threaten a person who's helping you if you're innocent? She's since been banned from the office and we all make jokes about her, combined with how obnoxious and unbearable she was when she worked there.
