Even Oregon voted for Reagan.

Oregon won't go red again in the foreseeable future. Reagan's reelection flipped all states red except Mondale's. It was nearly a clean sweep. No, Trump isn't close to being the most popular President.

I don't know what the numbers were on FDR, but wartime Presidents tend to be quite popular. That's one of the reasons most people don't know what a miserable failure and utter racist Woodrow Wilson was. "We love him because he's fighting a war!"
