He was simply reading what was on the cue card handed to him. Could be the teacher was trying to sabotage him? He had no way of knowing what was being taught. It's an ancient spelling.
This never should have blown up to the level it did. The White House Press Secretary should have corrected the blunder and prevented the spread.
Lousy spelling is an epidemic in this country. My ex husband was a physician and he couldn’t spell. He was always asking me how to spell words.

Media just needed something to tear him down with, and this one stuck. Much like Sarah Palin's interview with Katie Couric and "I can see Russia from my house".
We didn't have Fox News and social media around back then to pull Quayle out of the gutter on this one.
