Character actor?

It says that DPK is a character actor. This isn't the first time I've heard the term. Could somebody give me the definition of a "character actor"?

DPK most certainly is a character actor he has the look and presence he is always playing bizarre characters. I can't think of a time were Mr Kelly has not taken on a character role
