Considering what makeup, costuming and camerawork can do mold an actor's appearance, it may not be possible to answer.

I think she's pretty enough to probably be lumped into any category, but I think she trends towards a more demure, cute kind of pretty than inherently sexy. Sexy is at least in part a product of appeal to the individual viewer, but she lacks the voluptuousness necessary to really be "sexy" unless bolstered by the right makeup and outfit to enhance it.
