I don't think that should count, or it should count for something less than rocketing into orbit fully from a rocket platform.
He won't be able to lift heavy payload into space, but he certainly saves a lot of fuel by using a plane to reach that altitude before launching the rocket. Ideal for space tourism.
I'm wondering which one uses less fuel to reach space; Bezos' smaller rocket (compared to SpaceX's Falcon) or this one, which uses a plane..?
I think the metric should be fuel per payload delivered to space ... over a range of payloads sizes.

We don't just have small delivery airplanes, we have all ranges of sizes up to those military heavy life cargo planes. I am not really wild about this whole space tourist idea. To me it seems like what we do in space should be planned and regulated by a body like NASA for the best possible use. We already know that from a utilitarian perspective the so-called free market is the worst way to do important things, which is why the US is failing Americans. What good is a country that lets its citizens fall into sickness and poverty for the sake of billionaires who do not even believe in the system. Trump had no greater goal that to get in as President change the whole face of the government to suit oligarchs ... and we can see how great the works in Russia.
