He's not building the wall. He's grudgingly allowing an additional twenty miles to be built. The wall won't be done until it stretches uninterrupted from the Pacific Ocean in California to the Gulf of Mexico in Texas, with no open gates or wildlife openings, and continuous patrolling and sound sensors to detect tunneling.
