shareNot much chance of it. First problem with what you asked is the President doesn't have the power to make a new state. The process requires two big hurdles to be passed 1) the territory has to vote on becoming a state, so Puerto Rico would need to have a vote on becoming a state. While the territory had a vote on that and it received 97 percent of the votes supporting statehood, that vote also only had about 20-25 percent of the people voting because their was a boycott of the election by those that wanted to remain as it and were upset with various things related to the vote. Not saying that a majority wouldn't vote for statehood if they had an election and everyone voted as polls done around the time of the election found a slight majority favored statehood.... but that is still something they would need to do. 2)congress has to agree on statehood. That is not going to happen as long as you have a split between who is in power in the senate and the house. Puerto Rico would be assumed to be a strong democrat state if it happened and the republicans that control the senate aren't going to agree to something that would instantly throw 2 more democrat senators into their mix along with more democrat representative in the house.
The only shot of Puerto Rico becoming a state will happen when and if Democrats control both side of Congress and the Presidency. So at best it would be after the mid-term elections.

While is does bring benefits, many locals fear that it will let lose developers and the island will turn it into Hawaii, where the rich have the best land.
Also unless augmented, the Earned Income Tax refund will be a huge burden for Americans, subsidizing the majority of the inhabitants come tax time(most make less than $5 hr and would receive large tax refunds)
And as the above poster said, with a split Congress, it would be unlikely.
Personally though, I think it is a good idea... maybe a rough start, but 25 years on...
Why would the US want Puerto Rico as a state? They're a fiscal mess and would be nothing but an albatross.
