Why isn’t he more famous?

His performance as The Emperor in Star Wars is one of the most iconic film roles, so why hasn’t he ever been in more prominent film roles? I feel like he should be having a similar career to other famous British actors his age like Malcolm McDowell, Ian McKellen, or Patrick Stewart, but he’s barely in anything outside of Star Wars.

I think he's one of those actors who really prides himself on his stage work, who looks on that as the real art, and 'other stuff' (e.g. Star Wars) as just help for paying the bills.
