Always thought this guy looked weird. '70s Beach Bum hairdo on top of a skid-row Stewbum's face. It speaks of inner problems.

True. Not sure how was he cast in things, don't actors have to be at least a little bit good looking?

He could have had a truly great career in the '40s and '50s playing grizzled sidekicks for heroic cowboys and gunfighters.

True. So many actors have this tendency to look absolutely unkempt in their personal life. Greasy hair, uneven beard, no skincare, bad clothing choices. I wonder why they do that. There must be something about the work that contributes to it because a lot of them are like that.
