Can he speak English yet?

He's been working in the US since the 90's yet he is still completely indecipherable in every film he stars in. I'm watching Around the World in 80 days again and every time he speaks all I hear is "ah pluh ah plah huh ploh, ah poohawoo" and the other actors nod and reply as if it is clear to them.

What is his problem? Jet Li spoke the clearest English possible in The One and that was like 2 years after his American debut...

I read an article that after Robert Downey Jr....Jackie Chan was the highest paid actor in the world. I believe it too. The man acts/directs/coordinates the stunts/produces + does 11 other random film tasks. So with all that kept in mind....he has the money and the clout to do whatever he wants to....and if honing his English language skills isn't on his list of priorities....it's not like anyone is going to question him.
