I wonder if Liv Tyler is simply too genuine a person to really be a good actor. Of course, I haven't seen every single thing that Liv Tyler has acted in. But Liv based on all of the interviews that I've seen of her, always struck me as a polite, pure, kind-hearted individual. She's the type of person who I don't think can play anger convincingly (like that scene in The Incredible Hulk where Liv yells "asshole" at a taxi driver) because she is just not an angry person in real life at all. Plus, because Liv has that distinctive, girlish, soft as a feather voice, it as you said, comes across as forced when she has to be more commanding.

I was reading about Michael Jackson and his occasional forays into acting like in Captain Eo, and I think this could apply to Liv also. Liv you can also argue, just can not pretend to have emotions that she really doesn't have.
