Can I register with Carousell and buy THIS item off them - for 20 or so dollars -

I wanted to see for years the film "Mad Stylist" (1997) and so far its only available on one ultra expensive VHS version off ebay worth over 100 pounds, but here for about 40 or so dollars in total I can get a VCD of it, but is it safe, legitimate, ALLOWED and worth trying, shall I register with them to do so, thanks.

P.S. My fellow movie chat users, how are you on Hong Kong Category 3 cinema including more OBSCURE examples of it like the aforementioned 1997 movie above - and hey, it starts one guy who was in the BRILLIANT "Run and Kill" (1993), one of the best if not THE best HKC3 movies out there and one of my all time favorite movies too. One reviewer on IMDb who have RAK 10/10 rated MS only 2/10 but MS overall has a solid 7.0 something rating, so I feel it should really be at least a 5 if not 6 or above out of 10. And yeah, it is also heavily influenced by Pulp Fiction and Natural Born Killers (both 1994) but so are many other movies that I also found impressive including from Hollywood itself. But anyways, worthy to make that purchase, thanks.
