The guy in the picture is a YouTuber named Ryan Kinel, who is friends with Gary Beuchler, AKA Nerdrotic, and people started taking note of Ryan's high forehead. I don't know how this happened, but someone managed to cobble together the funniest short song I'd ever heard using comments from YouTube, rofl! That song still cracks me up now! Lol! xD
I saw this on one of the Friday Night Tights streams a few weeks ago.

Same here ;) Ryan Kinel is also a source of humor because a video (maybe more than one) of him getting very angry over a fast food restaurant getting his order wrong in the drive-through has been referenced so many times.
