It does sound like the fan, but I think it's strange for it to rev up like that when first turning the laptop on when it's not even hot. And even if it was hot, why would it go down after a few minutes?
One our new Alienware computer at works sounds like the space shuttle taking off at times for no apparent reason (I assume Microsoft is updating it's spyware). I don't think they make computers like they used to.
If you got a shop you trust (or friend), have them pop it open and take a look.
Unless you know what you're doing, I do not recommend you attempt to take a laptop apart by yourself.
Hopefully it just needs a good cleaning or replacement.

It's most likely a noisy fan or something else that's spinning, which, in a laptop, could only be a disc in an optical drive (if you even have an optical drive) or the platters in an electromechanical hard drive (if you even have one rather than an SSD). A fan is by far the most likely though. An optical disc drive or especially a hard drive would have to be in pretty rough shape to sound like that.
Coil whine is a very high-pitched, ear-piercing, tone (there's no mechanical component to the sound like you're hearing), and there are no coils in your laptop anyway. Coils in a computer are in the power supply, which, for a laptop, is an external brick that the power cord is connected to.
Not unless it stops working, but computers normally have a safeguard against overheating if that happens. I would just replace the fan and clean out any dust bunnies in there at the same time, but laptops tend to be a pain in the ass to work on, because getting them apart in the first place can be a Chinese puzzle in and of itself, and there's no standardization, so the procedure varies from laptop to laptop. On top of that, even if you find a tutorial for your particular laptop, sometimes those hidden plastic snaps don't like to come undone without breaking/cracking something.

I know, but SLEEP drains battery shortening it's life, gets hot if stored in bag, genreally wears out your whole system faster.... causing weird sounds.
HIBERNATE effectively turns it off, saving battery, heat etc, but continues where you left off AND does cleaner network and hardware connects.
Honestly, I don't even know which one I'm using. It's got a "z" on the keyboard and the entire computer sounds like it shuts down so I assume that it's sleep and not hibernate. If I'm downloading something and I hit that key, the download will stop.
