Absolutely NOT! Rescuers have to take the pets now if a person refuses to go without their pets. It’s the law passed in 2006 after Katrina. Plus there are volunteers searching in their boats for animals.

If you can’t take your pet, you damn sure don’t leave it tied with water up to its belly. Before being found that poor dog didn’t have a chance, Milton hadn’t made landfall when “Trooper” was found by a FHP Officer. The owner actually had the nerve to try to claim the pitiful dog. Lying thru his teeth saying he tried to find someone to take “Trooper”.
Every area which is going to be impacted by a hurricane lists shelters including shelters listed for pets. Special needs shelters doesn’t permit pets in Florida. I noticed it’s mostly high schools which shelter pets. My daughter had to evacuate to a downtown hotel. The hotel permitted her cat.
