Movie title from a (bad) scene description

Okay, so I remember seeing a movie on T.V. in the late 90's and my friend and I still mention the one scene we remember from time to time, but neither of us know the movie.

Here's my best try at the scene:
A high school (I think) character, who I believe resembled Tom Everett Scott, and a girl are running from the principal (or possibly boss). When they get caught, the person chasing them locks (or stands in front of) the door. He makes a threat that starts with "If you don't (whatever) right now..." and then the lead character says back to him "If you don't let us out right now, I'll kick you in the balls."

And that capped the scene for us (you can imagine how that random out of the blue threat of violence made two 90's teens laugh). So bad description aside, does anyone know the movie??
