No single scene of USA, e.g., Cast Away, while most of the movie was set in an island, doesn't count. Also fictional places like Gotham City, Star Wars galaxy, etc. don't count.

When I saw it, I thought he was in the USA, addressing troops who were going to be sent overseas to fight. He was on a big stage with a huge American flag.
I interpret this to mean where the scenes are supposed to be taking place, not the filming location. However, since it is unclear whether Patton is addressing troops Stateside or in Europe, I will delete.
However, I checked Wikipedia and it said, "In a mid-credits scene, Logan returns to the United States two years later and is approached at the airport by Charles Xavier and Erik Lehnsherr, who warn him of a grave threat to the mutant race."
Hmm... hard to judge. It's mid-credits scene so it's outside the movie. But in superhero movies, mid-credits (or post-credits) scenes are usually canon to the story (setting up the sequel) so idk.
