Article 13 is a good thing!

I believe that content creators, most notably artists themselves, should reap the highest proportion of the benefits from their own material. So far, tech giants have been taking away a disproportionately big chunk of the said benefits. Also, the EU copyright provisions have been amended in order to allow for the "meme clause", i.e., allowing copyrighted material be reproduced "for purposes of quotation, criticism, review, caricature, parody and pastiche" https://www.bbc.com/news/technology-47708144.
So, no threat to freedom of speech, as detractors have been claiming, and all those movie review shows on YouTube that we love to watch will remain intact.

As for the content-filtering, by the time the new law takes effect in member states, AI will have sufficiently matured to tackle the issue. The implementation challenges will provide a great boost for tech startups and AI developers to work out a solution. Also, a simple user coaching could do wonders. Platforms such as YouTube and Facebook should simply instruct their users not to upload copyrighted material without permission and even threaten them with suspension, ban or even legal actions for failure to comply. They do the same thing for hate speech and other infringements. Copyright violation should be every bit as illegal and illegitimate as a hate speech or any other form of abuse.

But, that's only my opinion.
