I was watching the Russia-Spain contest earlier today. Russia never got a shot on goal and all of their "goals" came on penalty kicks. Spain was by far the better team and seemed content to pass the ball around midfield. No one seemed interested in scoring. So Russia wins and everyone goes crazy. I thought neither team should have won. A terrible sport.

Soccer is like a war, they are long and the result can change suddenly. You live and die with each goal. It’s not an instant gratification game like tennis.
As for the game you mentioned, Spain couldn’t break their defence so they didn’t deserve to win. The penalty shootout saves were amazing. Saving a goal with an elevated foot as you dive instinctively one direction? That’s a split second reaction and makes it great athleticism and a great sporting moment.
Soccer makes a good highlight reel but games are unbearable to sit through and bloody exhausting to play.

Russian team was not great, while the Spain team didn't deserve to win either. It was a draw. But someone has to win, and the other has to lose. Somehow.
It's not ideal, but penalty shootout is an acceptable solution. Better than a coin toss.
I just find it incredibly boring to watch.
