I think culturally it has to be affected by and a cause of the rise of manchild culture... Being a 'bro' hanging out and playing video games while drinking weed and smoking mountain dew, etc... obsessing over minutae of pop trivia, etc... being unattached and free from real relationships with women, just easy sex and such... i.e. eternal boy who avoid becoming men...
The hipster verions also... The idea of avoiding becoming 'The Man' requires avoiding becoming a man.
The culture of resisting being a man and continuing to be a boy means to not develop a career, a trade, a business and position and status in society... It means education is lower on young men's (i.e. boys/manchildren's) priorities...
By the time they're in their 30s, their looks have faded along with their boy T-Shirts and hoodies it is too late as they are now part of the underclass as opposed to the doers in society...
What parents tell their boys to focus on their education in a serious way? To be a man, to man up...? This is taboo now.
The culture tells boys to stay boys... It's fine as long as they don't act out... it doesn't matter if that also strips them of the aggressiveness that is required to do well in STEM, Medicine and Law at university...
I'm not saying it's the whole thing, but it's part of it...
