Russia had already turned off the flow of the pipeline to Europe so they didn't plan to use it anymore. Russia's strategy was to control Europe by making them dependent on Russian oil and gas. Russia decided to sell their oil and gas to India/China but they didn't get a good deal. Russia has a history of shutting off the gas in order to control Ukraine. Russia has ports in Kaliningrad so they could easily go to the explosion site. The article below notes that Russian ships actually visited the explosion site in the months before the explosion with their transmitters turned off.

Poland had a celebration for the Baltic Pipe opening that week. Russia could threaten the Baltic Pipeline by denying responsibility for the Nordstream explosion. Poland and Norway opened the Baltic Pipe so Poland could avoid being dependent on Russia for natural gas.
