California, the most populous state of about 39 million people, declared a State of Emergency and gained the authority to enact Covid restrictions after a single death was declared to have occurred from Covid. Doesn't that seem a bit excessive?

Having' the authority to enact' is not 'enacting.'

Lets not forget that the Covid pandemic, sorry, WORLD WIDE WOKE CONSPIRACY or whatever, probably started with a Patient Zero.
