Civil rights violation right there.
You should always ask the police, "Am I under arrest?" If they do not say yes, say, "okay, I'm going to continue asking my way. "

Although these pigs probably wouldn't abide by that.

I contend that the cops are generally allowed to ask for identification if a person is acting suspiciously. The link below notes that several states are stop-and-identify states. That means that cops can ask for identification if they suspect you of committing a crime.

The guy is walking around at 5:30AM with a young non-verbal child on private property. This guy could have been a pedophile who kidnapped a young child or he could have been looking at potential targets for break-ins. He could even be some sort of domestic terrorist who wanted to bomb a building.

The guy should have at least informed the police of his identity and address. The guy lived up the street so the cops could have checked to verify if he lived up the street. A person is asking for trouble if they don't provide their identification card to cops.

Cop had no right to harass them. What crime was being committed, and what was happening to make the officer assume a crime was being committed?

I don't see it, sorry.

Cop needs to be fired immediately, and we really need to end qualified immunity.
